What is Martyn’s Law?
Martyn’s Law, officially enacted as the Terrorism (Protection of Premises) Act 2025, requires certain public venues and event spaces across the UK to implement proportionate counter-terrorism preparedness measures. Named in memory of Martyn Hett, who was killed in the 2017 Manchester Arena attack, the legislation received Royal Assent on 3 April 2025.
The legislation is currently in its implementation period and is expected to come into force in spring 2027. The Security Industry Authority (SIA) has been appointed as the regulator responsible for overseeing the new duties.

Understanding the Two-Tier System
The legal requirements under Martyn’s Law are based on the capacity of the premises or event.
Standard Tier (200–799 capacity)
Premises within the Standard Tier are required to:
- Notify the Security Industry Authority (SIA) that they fall within the scope of the legislation.
- Implement reasonably practicable procedures to reduce the risk of harm during a terrorist incident, including:
- Staff training
- Evacuation procedures
- Invacuation procedures
- Lockdown plans
Enhanced Tier (800+ capacity)
Premises within the Enhanced Tier must meet all Standard Tier requirements and additionally:
- Assess the site’s vulnerability to acts of terrorism.
- Document appropriate protective security measures.
- Submit the required documentation to the Security Industry Authority (SIA).
